Running at large
No person will allow his dog to run at large at any time day or night.
All dogs in the City of Middletown, whether or not licensed shall be restrained by a leash while off owner's property.
No person shall permit their dog to bark or howl at any time, night or day for a period in excess of fifteen (15) minutes.
Removal of Feces
Any person owning or in charge of any dog which defecates on any common thoroughfare, sidewalk, passageway, play area, park or any place where people congregate or walk or upon a private property without the permission of the owner of said property shall immediately remove all feces deposited by such dog, in a sanitary manner.
Effective January 1, 2011, the State of New York will relinquish the responsibility of dog licensing function to all local municipalities and as a result New York State Agriculture and Markets will no longer issue dog license renewals. The City Clerk's Office will be issuing new City of Middletown dog tags to replace your current Agriculture and Markets dog tags and mailing renewal notices.
Below are the new License Fees starting January 1, 2011:
- Unspayed/unneutered dog: $23.00 per year (included $3 surcharge)
- Spayed/neutered dog: $11.00 per year (included state $1 surcharge)
- Puppies under four months $10.00
- Starting April 3, 2012: Past Due Dog Licensing Fees
In the event any person applying for a dog license has failed to pay for or renew a dog license for all or part of any prior year, such person must pay to the City all licensing fees that would have been due and payable in such prior years along with the licensing fees due and payable for the current year for which such person is applying for a dog license.
No dogs shall be permitted in any parks owned by the City of Middletown except in areas specifically designated for such use by the Department of Parks & Recreation.
There is one designated dog walk at present at the Fancher Davidge Park; For a map please contact animal control.
Number of Dogs
No more than four (4) dogs over the age of four (4) months may be harbored or permitted to remain in any dwelling or lot in the City of Middletown.
Number of Cats
No more than five (5) cats over the age of four (4) months may be harbored or permitted to remain in any dwelling or lot in the City of Middletown.
Pets Alive has been working with the Animal Control Officer with the City of Middletown feral cat project.
So far Pets Alive has cleared and TNR'd 10 of the 14 feral cat locations in the City of Middletown since September 2012. Also, since September 2012 they have trapped and altered 129 cats. Out of the 129 cats 66 were not feral and and were put into the Pets Alive adoption program and 63 cats were returned to location.
